Dashboard widget

The Update Gate widget on the WordPress Dashboard (the Network Dashboard on multisite) shows:

• Held for review: the updates waiting for a decision, each linked to its review.
• Open alerts: counts by severity, linked to the Alerts screen.
• The time of the last full check, or a note that the daily check has not run yet, with links to Pending reviews, Alerts and History.

It is only shown to users who can manage the gate (manage_options, plus manage_network_plugins on multisite).
